Is WhatsApp API Free? What’s Free, What You Pay For
Is the WhatsApp Business API free? Access to Meta’s Cloud API is, and so are incoming messages, 1,000 service replies per number a month and chats from Click-to-WhatsApp ads. Templates are charged per message, providers charge for software, and “free WhatsApp API” tools risk a ban.

Partly. Access to Meta’s WhatsApp Cloud API is free: Meta hosts it and charges no platform fee. Messages customers send you are free, the first 1,000 service replies per number each month are free, and chats that start from a Click-to-WhatsApp ad open a free window of up to 7 days.
What you pay for: template messages you send first (marketing, utility and authentication, charged per delivered message), service replies above 1,000 a month, and your provider’s software if you use one. This guide separates the free parts from the paid ones; exact rates are in our WhatsApp API pricing in India guide.
Key takeaways
- Free: Cloud API access, incoming messages, 1,000 service replies per number per month, the free entry point window from ads, a test number for developers.
- Paid: templates you send first, by category and country, plus 18% GST in India.
- Providers add a software fee (inbox, chatbots, AI, campaigns); some offer free trials.
- The WhatsApp Business app is free, but it isn’t the API and has tight limits.
- “Free WhatsApp API” tools that automate the app or WhatsApp Web break WhatsApp’s terms and get numbers banned.

What Meta charges for
Since July 2025 Meta charges per delivered message, not per conversation. The price depends on the template’s category (marketing, utility, authentication) and the recipient’s country. Failed messages aren’t charged. For an Indian number, Meta’s list rates from 1 October 2026 are about ₹0.86 for a marketing template and ₹0.115 for utility or authentication, before GST and your provider’s margin; volume discounts apply to utility and authentication at high volume.

What providers charge for
Most businesses use the API through a provider, because the API alone is just endpoints: no inbox, no template builder, no campaigns. Providers charge for their software and may add a margin on Meta’s message rates. When comparing, ask:
- What’s the plan fee, and what’s included (users, contacts, chatbots, AI, API access)?
- What’s the per-message rate to India, including Meta’s fee? Is GST extra?
- Are the first 1,000 service replies per number free?
- Is there a free trial or free credit?

Can you use the WhatsApp API completely free?
- Developers testing: yes, Meta’s test number lets you send templates without a payment method. See the Cloud API setup guide.
- Only replying to customers: close to free: incoming messages cost nothing and the first 1,000 replies per number each month are free, but you still need software to read and answer them.
- Running ads that start chats: the WhatsApp follow-up can be free for up to 7 days; you pay for the ad.
- Sending campaigns or reminders: no. Every delivered template is charged.
The WhatsApp Business app is free, but it isn’t the API
The WhatsApp Business app costs nothing and suits one person on one phone. It has no API, broadcast lists of up to 256 contacts that only reach people who saved your number, and up to 4 linked devices. When you need a team inbox, automation or integrations, the API is the next step, and with coexistence you can keep the app on the same number. See WhatsApp Business app limitations.
What Automate AI costs
Automate AI publishes its prices: plans from ₹1,799 a month (billed yearly), unlimited users, contacts and campaigns on every plan, and a free wallet credit with your first plan purchase. Messages are charged per delivered message from your wallet, India marketing from ₹0.95 and utility from ₹0.15 on Series 4, and the first 1,000 service replies per number each month are free.
