Why WhatsApp Marketing Messages to US Numbers Fail

Why WhatsApp marketing templates to US (+1) phone numbers fail: Meta currently doesn’t deliver marketing messages to US numbers. What still works (utility, authentication and replies in the 24-hour window), how to spot it in campaign reports, and how Indian businesses can keep in touch with US customers.

Illustration: a sample campaign report where marketing messages to +1 (US) numbers failed while messages to Indian numbers were delivered

WhatsApp doesn’t currently deliver marketing template messages to people with US phone numbers, so a marketing campaign to +1 numbers with a US area code fails however good your list or template is. Meta’s developer documentation says so plainly, and at the time of writing (October 2026) it gives no end date.

For Indian businesses this shows up when a festive offer goes to NRI customers, students abroad or buyers in the US, and every US message fails while Indian numbers deliver normally. It isn’t a problem with your account, quality rating or opt-in. This guide explains what Meta says, how to recognise it in your reports, what you can still send to US customers, and how to stay in touch with them properly.

Key takeaways

  • Meta: WhatsApp “does not currently deliver marketing template messages” to US phone numbers, meaning +1 plus a US area code.
  • It applies to every business, so it says nothing about your number’s health. Don’t keep retrying.
  • Meta’s note covers marketing templates. Utility and authentication are separate categories, and Meta still publishes North America rates for them.
  • When a US customer messages you, you can reply with normal messages for 24 hours.
  • Don’t relabel promotions as utility to get round it: Meta moves them to marketing and penalises repeated misuse.

What Meta’s documentation says

Meta’s page on per-user marketing template limits has a short section headed “United States phone numbers”. It says WhatsApp does not currently deliver marketing template messages to WhatsApp users with US phone numbers, which it defines as numbers made up of the +1 dialling code and a US area code, and that trying to send to one results in an error.

  • It depends on the customer’s number, not on where your business is. An Indian business sending to a US number is affected exactly like a US business.
  • It’s about marketing templates. Offers, new arrivals, festive greetings and “we miss you” messages are all marketing; see WhatsApp template messages.
  • No end date is given. “Currently” means it can change, so check Meta’s page before you plan a US campaign.
  • Not every +1 number is a US number. Canada also uses +1 (Meta’s pricing page lists both under North America), and Meta’s wording refers to US area codes.

How to tell it’s the US restriction

Meta’s note doesn’t name the error code that US sends return, so read the code and title on each failed message in your report rather than guessing. The pattern is usually clear:

What you seeLikely causeWhat to do
Every marketing send to US (+1) numbers fails; Indian numbers deliverThe US restrictionStop sending marketing templates to US numbers
Some marketing sends fail with 131049 in any countryMeta’s per-user marketing limitWait at least 24 hours and send to engaged contacts; see messages not delivered
131050The person stopped your marketing messagesMark them opted out; see WhatsApp opt-outs
131026The number isn’t on WhatsApp or the app is out of dateCheck the number another way
Utility or authentication templates to US numbers also failSomething other than the US marketing restrictionLook up the code in WhatsApp API error codes

A quick check: look at the phone numbers on the failed messages in your report. If almost all of them start with +1 and the same template reached your Indian contacts normally, you’re looking at the US restriction, not a template, list or quality problem.

What you can still send to US customers

Message typeUS numbersUse it for
Marketing templateNot delivered at the time of writingNothing; leave US numbers out of marketing campaigns
Utility templateNot covered by Meta’s US noteOrder, booking, payment and account updates the customer needs
Authentication templateNot covered by Meta’s US noteOne-time passcodes for logins and verification
Service (free-form) messageWithin 24 hours of the customer’s last messageAnswering their questions and sending what they asked for

Meta’s pricing page still lists North America (Canada and the United States) as a pricing region for utility and authentication messages, and lowered those North America rates from 1 January 2026. Service messages are the free-form replies you can send for 24 hours after a customer messages or calls you; since 1 October 2026 the first 1,000 per business number each month are free. Utility templates are charged even inside an open window. More in the 24-hour window and WhatsApp API pricing.

Don’t disguise promotions as utility

It’s tempting to send the Diwali offer to US customers as an “account update”. Meta’s template rules make that a bad idea:

  • Utility templates must be non-promotional, with no promotional or persuasive intent, and tied to something the customer asked for or needs.
  • Since 9 April 2025, a template submitted as utility that Meta judges to be marketing is approved as marketing, so it wouldn’t reach US numbers anyway.
  • Repeated misuse brings escalating enforcement: a warning, then a cap on utility volume for at least 7 days, then all your utility templates moved to marketing for 7 days (30 for repeat violations), and restrictions across the business portfolio if it continues.

Keep promotional lines out of order updates and reminders sent to anyone, in any country. More on categories in WhatsApp template rejected.

How to stay in touch with US customers

  1. Separate US contacts. Put US numbers in their own group or tag so marketing campaigns leave them out.
  2. Invite them to message you. Add a click-to-chat link or QR code to your website, emails and order confirmations; our free WhatsApp link generator makes one. When they write, the 24-hour window opens.
  3. Reply quickly. Answer what they asked within the window, and use a chatbot for instant answers outside working hours.
  4. Use utility templates for real transactions: order confirmed, shipped, payment received, appointment reminders.
  5. Use authentication templates for OTPs.
  6. Let ads start the conversation. With Click-to-WhatsApp ads the customer messages you first, and you reply in the chat.
  7. Promote through channels they’ve agreed to, such as email, while WhatsApp marketing to the US is unavailable.
  8. Check Meta’s page before each US campaign in case the position changes.

Mistakes that make it worse

  • Retrying US failures. They fail again and make your delivery reports harder to read.
  • Blaming your list or template. A block of US failures says nothing about your template’s quality, so don’t rewrite a good template because of it.
  • Switching to bulk-sender tools on the WhatsApp app to reach US contacts. That breaks WhatsApp’s Terms and can get your number banned; see why bulk WhatsApp sender tools get numbers banned.
  • Saving numbers without a country code. Store every number with its country code so you can tell US contacts apart and keep them in the right group.

Handling US contacts in Automate AI

In Automate AI you can keep US contacts in their own group or tag and leave them out when you pick recipients for a marketing campaign. Campaign reports show sent, delivered, read and failed counts live, with the failure reason on each failed message, so a cluster of US failures is easy to spot. When a US customer writes to you, the chat lands in the shared inbox for your team, or a chatbot flow can answer first. You can also create utility templates for order and booking updates in the app, submit them to Meta and see their approval status. See WhatsApp campaigns.

Frequently asked questions

Can I send WhatsApp marketing messages to US numbers?

Not at the time of writing. Meta’s documentation says WhatsApp does not currently deliver marketing template messages to users with US phone numbers (+1 and a US area code).

Is this because of my account or quality rating?

No. It applies to every business sending marketing templates to US numbers. Your quality rating and messaging limit aren’t the cause.

Can I still send order updates and OTPs to US customers?

Meta’s note covers marketing templates. Utility templates (such as order and payment updates) and authentication templates (OTPs) are separate categories, and Meta still publishes North America rates for them. Keep them strictly non-promotional.

Am I charged for marketing messages to US numbers that fail?

Meta’s pricing page says businesses are only charged when a message is delivered, not when it’s sent. Failed sends still clutter your reports, so leave US numbers out of marketing campaigns.

If a US customer messages me, can I reply?

Yes. Their message opens a 24-hour customer service window in which you can send free-form service messages.

Does this affect Canadian numbers?

Meta’s wording refers to +1 numbers with a US area code. Canada also uses +1, so check the area code and the error on the failed message.

When will WhatsApp resume marketing messages to the US?

Meta hasn’t published a date. Its documentation says “does not currently”, so check the page before you plan a US campaign.
